Job Description:
Parsons is looking for an amazingly talented Digital Twin Data Strategy Expert Consultant to join our team in NEOM. Parsons is providing Project Management Consultancy (PMC) services for the development of NEOM Infrastructure in the Kingdom of Saudi Arabia. NEOM is a planned cross-border city in the Tabuk Province of northwestern Saudi Arabia. The site is near the Red Sea and the borders of Egypt, Israel, and Jordan. It will cover a total area of 26,500 km2 (10,200 sq mi) and will extend 460 km along the coast of the Red Sea.

What You'll Be Doing:
The Digital Twin Strategy team works within the Engineered Design function of The Line Delivery Partner. The core team focus area include: • Enabling digital twinning within Engineered Design through a portfolio of use cases to improve the decision making process. • Supporting Engineered Design workstreams by prioritising end user needs through a facilitated discovery process, including stakeholder engagement activities and workshops to capture requirements. • Striving to develop an outcome-driven and capability-based use case portfolio, considering its relation to the broader digital landscape.
Digital Transformation is currently looking for a talented Data Strategist to work alongside a team of Digital Engineering Experts, Data Analysts, Scientists, Architects and Geospatial consultants. As a Data Strategist you will bring together your experience across the entire data lifecycle and your understanding of organisations' strategic drivers. You will work with NEOM stakeholders to understand their requirements, then collaboratively develop a tailored solution with a focused team of experts.
Key points of responsibility
Work with senior executives to understand the role of data in their organisation, assess their data & analytics maturity and shape the data vision for their business needs.
• Work collaboratively with NEOM stakeholders to translate the strategy into tailored and realistic implementation/transformational change roadmap that would enable organisations to generate value from their data at pace. • Shape the programme of work and support the successful delivery of large data and AI programmes with our data and technology experts.
Play a key role establishing and developing best practices including internal capability development; as well as supporting the development of team capabilities through training and mentorship. • Promote data-enabled cultures in NEOM organisations • Participate in external activities related to your own specialism such as client engagement, conferences, and research papers. • Contribute to decision-making that will lead to the successful delivery of projects. • Contribute to the growth of the Data Strategy team capabilities within the THE LINE

Prior years of professional experience.
Expertise across the entire data lifecycle including data operation (ingest, storage & consumption), data governance, data risks & security, ethics, data solution architecture, data modelling.
Specialist expertise in one OR more of the following:
Technology implementation including data operations in cloud (AWS, Azure or GCP)
Data Science, AI / Machine Learning, hyper-automation
Data analytics, visualisation, and business intelligence
Data modelling of any type: conceptual, logical, dimensional, or physical
Databases, data warehousing and ETL
Geographical Information Systems (GIS)
Delivering data, analytics, and AI / ML strategies
Ability to assess and create a data operating model for an including organisation
Proven experience in strategy evaluation & implementation, requirements definition, business process mapping, information gathering, and specification development. These must include using known approaches to prove these experiences
Ability to communicate and present insights from a business-centric perspective to tell a story • Working knowledge of cyber security approaches
Experience working in agile and waterfall project environments
Excellent verbal and written communication skills
Must be ready to go through the process of obtaining a security clearance Desirable requirements:
Client-facing internal or external consultancy experience
Obtained certifications in frameworks related to data operations
Experience managing and developing others
Experience with competitive sales and the development of proposals / value propositions / solutions
Experience in implementing maturity assessments • Microsoft certification
